It's only a short distance where the broken lines are.
This is to allow vehicles to filter in2 leftmost lane.

So cut in early (cut meaning ganna fine, but not really just a fine cut)

or

slow, stop in mid of nowhere (ie lane),
then let others pass
or turn, then
1's turn
